残障者需要的不是怜悯和同情,而是社会的平等和包容
Inclusion, not pity for persons with disabilities

 


“残障者不需要可怜和同情,而是渴望一个对残障者平等包容的社会。今天在座媒体朋友的态度,让我觉得这是可以实现的。”4月25-26号在中国兰州举办的媒介传播与残障平等意识培训上,张艳晖女士这样说道。

“Persons with Disabilities do not need pity or sympathy. What they really want is a disability-inclusive society. Having known the media friends present at the training, I think this is achievable,” says Yanhui Zhang at the training workshop on media communication and disability equality held on 25-26 April in Lanzhou, China.

 
张艳晖来自兰州翼之梦心智障碍人士家庭服务中心,是本次由联合国教科文组织支持举办培训的二十名参与者之一。在为期两天的培训中,来自中国西北五省的媒体从业者、高校新闻专业学生和地方残障组织代表一同,就主流社会如何看待残障人士及媒体在其中发挥的作用等问题展开了热烈讨论。
Ms. Zhang is from the Lanzhou Yizhimeng Social Services Center for Persons with Mental Disorders and their Families and was among the 20 participants at the UNESCO-supported workshop. During the two days, journalists and new media practitioners, journalism students, and representatives of local Disabled Persons’ Organizations (DPO) from Central and Western China engaged in heated discussions on how the mainstream society perceive persons with disabilities and the media’s role in it.

 
培训参与者通过形式多样、参与度极高的小组活动,认识了人类多样性背景之下残障的意义和定义、残障人士应享有的平等权利和权益,以及残障的三种模式、社会融合、合理便利等核心概念。
Through dynamic and highly participatory group works, the participants were sensitized to the notion and definition of disability in the context of human diversity, the equal rights and entitlements of persons with disabilities as guaranteed by the UN Convention on the Rights of Persons with Disabilities (CRPD), as well as key concepts such as three models of disability, social inclusion, and reasonable accommodation.

参与者运用媒体报道残障的典型案例,共同探索了报道中出现的不同视角及其产生的影响。通过小组讨论、模拟演练以及开诚布公的对话,来自不同背景的参与者总结出一系列媒体人与残障者互动中需要遵循的原则。
Using case studies of typical media reporting on persons with disabilities, the participants explored the different perceptions found in the media and their implications. Through group discussion, simulated interviews, as well as candid dialogue, the group of diverse background came up with a list of principles for media practitioners to follow when interacting with persons with disabilities.

 
随着培训的推进,全体参与者也对《中国残障人自助组织促进媒体积极报道残障议题的十六条建议》表示充分认同。该十六条建议基于项目合作伙伴多年开展的媒体监测与相关研究,由联合国促进残障者权利伙伴关系中国项目总结整理。
As the training progresses, participants also fully endorsed the 16 Recommendations on Promoting Positive Media Reporting on Disability by Chinese Disabled Persons’ Organizations. The 16 Recommendations were compiled by the UNPRPD China Project based on the media monitoring and related researches conducted over the past years by project partners.


“这只是一个开始。”引导师杨洁华在培训的最后说道。培训后,参与者将形成具体的行动计划,在各自日常工作中和所在机构内推动残障权利和包容。
“This is only the start,” said Ms. Yang Jiehua, one of the facilitators at the end of the training. The participants will form concrete action plans to promote disability rights and inclusion in their day-to-day job and at their workplaces.

本期媒介传播与残障平等意识培训由有人公益基金会、甘肃省精神残疾人及亲友协会、西北心智障碍发展论坛、兰州德爱心智障碍者社会服务中心联合组织,是联合国促进残障者权利伙伴关系(UNPRPD)中国项目的一部分。自2015年以来,项目已培训100名媒体从业者和残障组织传播官员等。
The Training workshop on Media Communication and Disability Equality was jointly organized by Youren Foundation, the Gansu Provincial Association of Persons with Psychiatric Disability and their Relatives, Northwest Development Forum on Mental Disorders, Lanzhou De Ai Social Services Center for Persons with Mental Disorders. It is part of the UN Partnership to Promote the Rights of Persons with Disabilities (UNPRPD) China Project. Since 2015, the project has trained 100 media professionals and communications officers working in the field.
